John A. Gutierrez brings more than 30 years of experience at the intersection of public policy, regulatory strategy, and community impact. Guided by values shaped through family, faith, and service, he has built a career helping organizations navigate complexity with clarity and purpose. John graduated from the University of California, Santa Cruz with a Bachelor’s degree in Economics and later earned his Master’s in Public Policy from the University of Michigan’s School of Public Policy, where he studied as an Alfred P. Sloan Foundation Fellow. This academic foundation provided a bedrock for his natural curiosity, deep analytical skills, and thoughtful governance, which continue to guide his work today.

John’s professional path spans influential roles across telecommunications, technology, and state regulatory environments. Most notably, he served as Vice President – Regulatory Affairs for Comcast, where he led statewide regulatory strategy, secured more than $100 million in broadband investment, and shaped major CPUC proceedings that expanded digital equity and protected consumers. His earlier work in government affairs, economic analysis, and public policy further honed his ability to bring order to ambiguity, build trust across diverse stakeholders, and guide organizations through high-stakes decision-making. Throughout his career, colleagues have known him as a steady, principled leader—someone who listens deeply, communicates with precision, and empowers others to lead.

Community service has always been central to John’s life journey. He has served across a variety of business, education, and social service organizations’ boards and committees throughout his professional career.  Most notably, he served on both the California Asian Pacific Chamber of Commerce and Sacramento Asian Pacific Chamber of Commerce boards, supporting statewide economic development and championing diverse entrepreneurs. From 2023-2024, John served as Board Chair for the California Asian Chamber. He also served on the Chabot College Foundation Board, helping expand educational access and student success initiatives in his local community. These commitments, combined with decades of professional experience, inspired the creation of Jalore Strategy—a firm named in honor of his parents and built on the belief that leadership is both technical and human. Today, John partners with organizations and changemakers seeking alignment, clarity, and mission-driven execution, offering the wisdom of a career dedicated to strategy, integrity, and community impact.
